In July 2006, internet voice was presented as a disruptive alternative to traditional international calling, but its future still depended on the networks it crossed.
A contested layer
The report considered a basic tension: operators were beginning to sell IP voice themselves while also carrying rival services. Blocking could be overt, such as closing a port, or harder to distinguish from ordinary network trouble. The issue was technical, commercial and regulatory at once.
